What is Project Green Light?

In January of 2016, the city of Detroit in an effort to develop and enhance crime-fighting partnership possibilities between the Detroit Police Department and local businesses implemented a groundbreaking effort that many refer to as Project Green Light Detroit. The partnership initially began between the Police Department and eight gas stations that received the installation of real-time camera connections with the city’s police headquarters. The overarching goal of the partnership is to reduce crime and promote public safety crime in the city.

A Public-Private Partnership

As the first private-public-community partnership in the city of its kind, Project Green Light Detroit is a combination of community policing and real-time crime-fighting with the goal of enhancing the safety of neighborhoods and fostering the resurgence and development of local businesses. As well, a main objective of the partnership is to strengthen the Detroit Police Department’s ability to identify, deter, and solve crime.

Security Technology and Improvements

The first eight Project Green Light Detroit partners with the city have accepted the installation of numerous high-definition outdoor and indoor cameras, and agreed to maintain them. As well, these partner gas stations have enhanced their high-speed network connection capabilities allowing for a consistent video stream from the cameras to the Detroit Police Department.

These partner stations also agreed to lighting enhancements on and around their properties in order to help ensure a safe and inviting atmosphere for all concerned, including customers, employees, and passersby.

Additional upgrades accepted by these partnering stations include installing and maintaining external Project Green Light Detroit signage. This signage includes physical green lights above price signs, decals at the top of doors, and metal flag signs under station canopies. All of these improvements are meant to notify the community and customers that they are a part of this partnership with the city.

Another feature of the Project Green Light Detroit partnership involves a commitment between the city and its Police Department to assign the necessary amount of personnel to effectively and efficiently monitor and evaluate video feeds from various partners of the project. A state-of-the-art Real-Time Crime Center, to be housed at the Detroit Public Safety Headquarters will help ensure a long-term commitment to public safety.

There is a commitment between project partners, neighborhood police officers, precinct captains, community organizations, and leaders to develop and strengthen local ties among each other in order to continue to strengthen the long-term safety of the community.

During the first two months of Project Green Light Detroit, the Detroit Police Department worked closely with its eight initial partners in order to strengthen relationships and surrounding neighborhoods and develop operating best practices. Since March of 2016, additional local businesses have been added to the project as well.

Weekly Police Visits

An additional advantageous security feature that benefits business enrollees in the Project is the requirement for police officers to visit these businesses on a weekly basis. As soon as a business’s site goes live, police dispatch is notified of its enrollment in the Project. When there is an emergency, the business is required to call 911. When this occurs, the city’s police department is immediately notified that an incident has occurred at the Green Light location, and it is given a Priority One run designation.

Effectiveness of the Project

One key piece of data that demonstrates the effectiveness of Project Green Light is that between 2015 and 2017, the eight original Green Light partners have seen a 50 percent reduction in violent crime incidents.
